University of Mindanao Future Social Studies Teachers Organization Constitution and By-Laws







UNIVERSITY OF MINDANAO FUTURE SOCIAL STUDIES TEACHER (UMFSST)

CONSTITUTION AND BY – LAWS

Preamble

We, the student of UNIVERSITY OF MINDANAO FUTURE SOCIAL STUDIES TEACHERS ORGANIZATION, with the help of God, and believing in the need for a better organized academic organization, and in the development of the teacher education students as the  future Social Studies Teachers of the nation, hereby form a unified academic organization that shall embody the ideals and principles of democracy, in collective efforts to promote the welfare of all students and the academic standards of our university, do hereby promulgate and adopt this constitution and by-laws that will promote, implement, and maintain our goals and aspirations.

Article 1: Name of the Organization

Section 1. The organization shall be known as the UNIVERSITY OF MINDANAO FUTURE SOCIAL STUDIES TEACHERS ORGANIZATION (UMFSST)

Article 2: General Provisions

Section 1. This Constitution and By-Laws shall be known as the Constitution of the University of Mindanao Future Social Studies Teachers Organization.
Section 2. For purposes of this Constitution and By-Laws, UMFSST refers to the University of Mindanao Future Social Studies Teachers Organization.

Article 3: Declaration of Principles and Objectives

Section 1. The University of Mindanao Future Social Studies Teachers Organization shall promote mutual understanding through social, instructional, intellectual, and recreational programs and activities.

Section 2. The UMFSST shall have the following objectives:

a. Develop love of God and country, moral character, personal discipline, leadership and efficiency among its members.
b. Train members for effective and efficient leadership.
c. Maintain school aspirations to promote quality education and academic excellence.
d. Carry out activities projects/programs/activities that the Social Studies is concerned
e. Carry out projects/programs/activities that will aid the students in achieving their learning’s specifically in the field of Social Studies.
f. Carry out projects/programs/activities that will help the University promoting the Culture of Mindanaons specifically Davao City

Article 4: Admission and Membership

Section 1. All bonafide students of the University of Mindanao who are taking Bachelor of Secondary Education majoring in Social Studies from First Year Students (who already/currently take the Second Semester)  to Fourth Year students.

Section 2. Hazing or initiation rites in any form or manner shall never be a pre-requisite for admission or membership to the organization. Forcing a member or an applicant to do harmful and demoralizing tasks, and embarrassing and degrading activities which will result in physical injury and psychological trauma are strictly not allowed.

Section 3. Membership shall be available every semester. Upon registration of new members, fifty pesos (Php 50.00) shall be collected from them as membership fee. The members shall also pay a monthly due of twenty pesos (Php 20.00).

Section 4. Members who fail to pay their dues will have their membership will be under probationary status, and can only be able to fully join the organization when they settle their financial obligation.

Section 5. Members who fail to pay their dues they will be given a notice of not paying their monthly dues members shall be given 15 days prior to the receiving date of the notice.

Article 5: Organization Structure

Section 1. Members who aspire to become officers of the UMFSST must be officially enrolled in the University of Mindanao, and provided that he/she has no failing marks of failure (5.0 grade) and/or dropped subjects (9.0 grade) in his/her scholastic records in at least one semester in the preceding the date of election. He/ she must not have any negative record of any accountability funds.

Section 2. The UMFSST will only have one (1) set of officers that will govern its activities throughout the school year. The officers of the organization shall be composed of the following positions:

President
Vice President
Internal and External (Optional)
Secretary
Assistant Secretary (Optional)
Treasurer
Assistant Treasurer (Optional)
Auditor
2 Public Information Officers
Business Manager
Year Level Representatives (one representative every year level)

Article 6: Election of Officers & Qualifications

Section 1. The election of Officers of the organization shall be held every General Assembly. The date of the election shall be 3 weeks prior the deadline of the submission of the requirements for the accreditation/ renewal of the certificate of membership.

Section 2. Students from Second Year (sophomores) to Fourth Year (seniors) are allowed to be elected as officer. Only 2 positions are given every year level except for first year the higher positions.
                               
Section 2.1 President must be a Third Year or Fourth Year level. He/she must have the qualifications required at Article 4 Section 1.
Section 2.2 Vice President must be a Third Year or Fourth Year level. He/she must have the qualifications required at Article 4 Section 1.
                Section 2.3 Secretary must be a Third Year and Fourth Year students. He/she must have the qualifications required at Article 4 Section 1.
                Section 2.4 Treasurer and Assistant Treasurer must be a Second Year, Third Year and Fourth Year students. He/she must have the qualifications required at Article 4 Section 1.
                Section 2.4 Business Manager must be a Second Year, Third Year and Fourth Year students. He/she must have the qualifications required at Article 4 Section 1.
                Section 2.4 Public Information Officers must be a Second Year, Third Year and Fourth Year students. He/she must have the qualifications required at Article 4 Section 1.

Section 3. Only votes from members and qualified to be a members of the organization shall be counted in favor with the person he/she elected.

Section 4. Majority votes be acknowledge and be used as a manner of planning to a certain position.

Article 7: Duties and Powers of the Officers

Section 1. President

The President shall be the chief executive officer of the UMFSST. He/ She shall have the following duties:
a.       Preside over all meetings and/or may designate another officer to preside for a specific meeting;
b.       Enforce this Constitution, By-Laws and other regulations that may be promulgated;
c.        Sign all official minutes, resolutions, correspondences, and other official papers of the UMFSST;
d.       Represent the UMFSST in the College of Student Government and any official external or internal affairs/functions;
e.       Implement UMFSST programs and projects;
f.         Create Ad Hoc Committees, as the need arises, the Chairperson of which shall be appointed by the UMFSST President;
g.       Perform such other functions inherent and incidental to his/her office.
h.       Shall have the power to appoint person to act as officer in case of impeachment or inactivity, absence, sickness or death of any of the officers.
i.         Spearheading matters of the organization’s activities and accomplishments which will be executed outside the school campus.

Section 2. Vice President

The Vice President shall have the following duties and authorities:
a.       Assist the President in all matters where his/her assistance is necessary;
b.       Assume the Office of the President should the position become vacant;
c.        Supervise members in planning and arranging meetings or programs of activities;
d.       Head the Internal Affairs Committee and conceptualize programs and projects and plan activities with the Year Level Representatives
e.       Perform such other duties assigned by the UMFSST.
f.         Taking charge in the dissemination of information on matters of the organization’s activities and accomplishments.
g.       Performing other duties inherent in his/her office and management of the organization.
h.       Shall carry out and execute the provisions on this constitution and by-laws.

Section 3. Secretary

The Secretary shall have the following duties and authorities:
a.       Keep accurate records of the minutes and document proceedings of every meeting;
b.       Keep a file of all pertinent documents and papers of the UMFSST and make them accessible to the studentry;
c.        Call and prepare all notices of UMFSST meetings;
d.       Perform such other duties assigned by the UMFSST.
e.       Remind the Adviser and the Officers of UMFSST during meetings and other activities.
f.         Shall carry out and execute the provisions on this constitution and by-laws.

Section 4. Treasurer

The Treasurer shall have the following duties and authorities:
a.       Keep financial records of the UMFSST;
b.       Serve as the disbursing officer of all the UMFSST’s funds;
c.        Prepare the annual budget of the UMFSST;
d.       Prepare financial reports every month
e.       Formulate pertinent financial guidelines for the organization
f.         Head the Finance Committee; and,
g.       Perform such other duties assigned by the UMFSST.
h.       Responsible for the collection of membership fees, dues and other contributions to the organization.
i.         Deposit funds and money of the organization in the official depository bank, and together with the President shall sign any withdrawal and disbursement of money upon approval of the adviser of the organization.
j.         Be responsible and be accountable for all funds and financial report every term/semester.
k.        Shall perform other duties and powers inherent to his/her office.
l.         Shall carry out and execute the provisions on this constitution and by - laws  

Section 5. Assistant Treasurer

The Assistant Treasurer shall have the following duties and authorities:
a.       In case of inactivity, absence, sickness, or death of the Treasurer, the Assistant Treasurer shall act as the Treasurer and hall be vested with the duties and authority inherent in the office of the Treasurer.
b.       Assist the Treasurer in his/her duties and authorities.
c.        Perform other duties and powers inherent to his/her office.
d.       Carry out and execute the provisions on this constitution and by - laws  

Section 6. Auditor

The Auditor shall have the following duties and authorities:
a.       Certify the legitimacy and correctness of the disbursement of funds;
b.       Audit all expenditures of the UMFSST funds;
c.        Assist the Treasurer in formulating guidelines and reports;
d.       Keep and update inventory of all the UMFSST’s property;
e.       Act as the assistant head of the Finance Committee; and,
f.         Perform such other duties assigned by the UMFSST.

Section 7. Public Information Officer (PIO)

The Public Information Officer shall have the following duties and authorities:
a.       Popularize the thrusts and objectives of the UMFSST;
b.       Build and maintain a credible image of the UMFSST;
c.        Take charge in the promotion of UMFSST projects and activities;
d.       Perform such other duties assigned by the UMFSST.
e.       Update the Organizations’ Activities through text, posting at official websites, blog, social networking sites and other medium of communications
f.         Inform the Presidents of other Organizations in case of meeting called by the UMFSST President
g.       Take the attendance of members and officers during meetings.
h.       Perform other duties and powers inherent to his/her office.
i.         Carry out and execute the provisions on this constitution and by - laws  

Section 8. Business Manager

The Business Manager shall have the following duties and authorities:
a.       Shall take charge of the management of the business affairs of the organization.
b.       Shall be responsible for the canvassing of any item to be utilized by the organization for certain projects/ activities.
c.        Shall carry out and execute the provisions on this Constitution and by- laws.

Section 9. Representatives

The Year Level Representatives shall have the following duties and authorities:
a.       Represent his/her year level in all of the meetings of the UMFSST
b.       Serve as the grievance desk for their respective year level;
c.        Conceptualize and implement programs and projects for their year level
d.       Assist in the effective implementation of the UMFSST’s program and projects
e.       Perform such other duties assigned by the UMFSST

Article 8: Organization Uniform

Section 1. The organization uniform implementing its official uniform every year which will be wear by the officers and members for a certain school year.
Section 2. The Uniform should be wear every 2nd day of the week (Tuesday).
Section 3: Any officers who caught wearing the uniform in any days except Tuesday the UMFSST implementing its penalty.
Section 4. Grounds for penalty;
                               
a.       Wear the shirt during Mondays, Wednesday, Thursday, and Fridays
b.       Not wearing during Tuesday
c.        Fines and Penalty will be imposed 3 consecutive and non-consecutive within a month (based on the grounds for penalty)
d.       The penalty amount is Fifteen Pesos (Php 15.00) both consecutive and non-consecutive not wearing of Uniform

Article 9: Permanent Committees in UMFSST

Section 1. There shall be seven (3) permanent committees in the UMFSST; namely, Internal Affairs Committee, Finance and Budget Committee, and Special Projects Committee. Members of each committee in the UMFSST shall be appointed by the president from among the officers and members

Section 2. The Internal Affairs Committee shall be headed by the Vice President and shall take charge of all the matters regarding the members of the UMFSST and their functions.

Section 3. The Finance and Budget Committee shall be headed by the Treasurer and shall be assisted by the Business Manager. This committee shall take charge of all monetary matters and properties of the UMFSST.

Section 4. The Special Projects Committee shall be headed by a person appointed by the president and shall implement programs and projects of UMFSST.

Section 5. Other committees, permanent or ad hoc and in nature, may be created by the UMFSST as the need arises.

Article 10: Adviser

Section 1. The Adviser shall be any Social Studies related subject professor and a faculty member of College of Teachers Education or in College of Arts and Sciences Education in the University of Mindanao .

Section 2. The Adviser shall have the following duties and responsibilities:

a.       Act as liaison officer between the organization and the administration.
b.       Supervise all activities of the club/ organization.
c.        Help and assist in carrying out the activities of the organization and objectives of the program.
d.       Perform such other duties and authorities as may be given to him/her by the Dean of the College of Teacher Education, the authorities of the Office of Student Affairs and the President of the University of Mindanao.
e.       Give disciplinary action towards erring officers and members.

Article 11: Meeting, Quorum

Section 1. There shall be a regular monthly meeting every 2nd Week of the Month for close monitoring of all members, activities, and funds of the organization.

Section 2.  There shall be a fine of fifty pesos (Php 50.00) for each unexcused absence incurred by a member or officer. If unexcused absence is habitual (3 or more instances), the member’s or officer’s membership will be cancelled.

Section 3. Majority of the officers of the UMFSST (50% + 1) shall constitute a quorum.

Article 12: Grounds for Impeachment

Section 1. Officers of the organization shall be subjected to impeachment if he/she has committed any of the following:
a.       He/ She has not complied the membership requirements and qualification of the organization.
b.       He/ She is involved in any forms of demoralizing acts which will affect the reputation of the organization as well as of the College of Teacher Education.
c.        He/ She have failed to carry out his/her responsibilities as an officer.
d.       He/ She has dropped, discontinued and/or failed to maintain his/her education. Shifting of program shall also be subjective to impeachment.
e.       And other grounds for Impeachment based on the University of Mindanao Handbook

Section 2. Membership will be revoked if a member has committed any of the following:
a.       He/ She has not complied the membership requirements and qualification of the organization.
b.       He/ She is involved in any forms of demoralizing acts which will affect the reputation of the organization as well as of the College of Teacher Education.
c.        He/ She is an inactive member of the organization. He/ She have failed to contribute support for the progress of the organization.
d.       He/ She has dropped, discontinued and/or failed to maintain his/her education.
e.       He/ She have failed to comply his/her financial obligations.

Section 3. Impeachment Proceedings
a.       A candidate for impeachment shall be given the right to defend him/herself before the others.
b.       The Adviser and/or the president shall facilitate the discussion of the Impeachment.
c.        Decision shall be done through the votes of the officers.
d.       Majority votes shall be acknowledge and used as a manner of planning to a certain position.
e.       Two-third (⅔) vote of the General Assembly shall be necessary to decide after hearing a case of impeachment.

Article 13: Vacancies, Appointments and Special Election

Section 1: In case of vacancies in any position of the Organization, the majority of the Organization members and officers should decide of appointment of the new officer to the certain position

Section 2: Appointment of officers should be decided not exceed 10 days after the vacancy of the certain position

Section 3: There should be a special election if the majority of the Organization votes for the election of the new officer of the organizations’ vacant position.

Article 14: Rights and Duties of Members

Section 1. Every member shall have the following rights:
a.       To nominate and vote a candidate during the annual election of the organization.
b.       To participate in and enjoy all organization’s activities.
c.        To have an access to the financial records of the organization.

Section 2. Every member shall have the following duties:
a.       To cooperate willingly in the activities such as school programs, fund raising activities and the like undertaken by the organization.
b.       To preserve the integrity of the club and avoid actions, which are detrimental to the organization’s name such as:
c.        To be a good observer and follower of the existing constitution and by-laws of the organization.

Section 3. Members shall do the responsibility of a certain task given by the President or Vice President of the organization.

Article 15: Programs and Activities

Section 1. The organization should have at least one (1) major activity in a single term to be considered by the Office of Students Affairs (OSA) as an active organization.

Section 2. The suggested major activity(s) of the Organization in every term is as follows:

First Semester   :               1st Term:  Kadayawan Festival Celebration Campus Based Exhibit (August)
                                                                  Davao History Tutorial Services (July – August)
                                          2nd Term: United Nations Month Celebration (October)
Second Semester:            1st Term – Community Outreach (Tutorial Services)
                                         2nd Term – Annual History Quiz (March)
                                                                   
Summer                               : UMFSST Remedial/ Tutorial Services (April-May)
                                              Community Extension (May)

Section 3. The organization can conduct additional Social Studies related activities throughout the school year. Other activities may include seminars, workshops, film viewings, competitions, exhibits, presentations and fund raising programs that would benefit the UMFSST, and its members.
Section 4. The UMFSST may collaborate with the other organizations within a college or inter college organizations in conducting other activities for mutual growth and establishment of partnerships.

Article 16:  Amendments to the by- laws

Section 1. This Constitution and by- laws may be amended or repeal by a majority vote of the officers and members of the board on any special meeting held for the sole purpose.

Section 2. This Constitution and by- laws was amended on May 15, 2013 by the majority of the officers and members of University of Mindanao Future Social Studies Teachers Organization.

Section 3. This Constitution is being framed up and presented to the body for its implementation by the officers of the UMFSST Second Semester School Year 2013 – 2014.
